Yes, you can get admission in B.Com honours course without mathematics. Maths is not compulsory at all. However, the knowledge of mathematics is required in B.Com courses, which you will learn in the classroom. However, whether you will get a seat in this college or not depends on the cutoff. Most probably in second or third round, you will get a seat.

You get an NIT for sure, only if your all India rank is under 50,000 after this rank chances are always low to get any good nits. But miracles happen in third or spot round, when lower rank holders also get admission on vacant seats. I hope you understand it.
