Studying in Germany is almost free as you need around 10k euros to meet your other expenses and its excellent for engineering. For USA, you need to score 100% in SAT and TOEFL/IELTS to get offers from best universities. Hong Kong Technical university offers 100% scholarship for gold medalists in international subject olympiads like maths, physics, computers etc. Choose and start working on it.

Yes, Chandigarh University is a good option to pursue among Chandigarh University and UPES for ME. It has a great infrastructure and great faculty members. It has high class facilities full Wi-Fi campus. Moreover, it has wonderful placements, 400 companies visited campus this year.

Nope, as per your 12th PCB score, you're not eligible for MBBS BDS entrance examinations. For appearing Medical Common entrance examination, you need to have at least 55% in 12th in PCB.
