To me it is better if you can take up Economics in graduation course and try to enter the finance line. Doing B.Com if possible is much better than doing engineering from a second grade college. There are excess of engineering graduates already so four years from now it is not going to be easy. You can also think of doing a graduation course and opt for some good MBA course. Law is another good option. For doing that you need to qualify in CLAT exam , for which you can prepare and appear next year.

The eligibility criteria for both M.Phil and Ph.D varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline. However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the Ph.D programs. Some also require work experience of a couple of years.

BITS-Pilani is the main campus. The main campus is better in term of crowd, infrastructure, faculty, facilities. The BITS-Pilani is far from main city, so the study environment is great. Don't be confused, go for Pilani campus.

With these marks, you won't be able to get admission in NSIT in the CS branch. The cutoff for general category delhiites is nearly a rank of around 4-5k. The rank is calculated based on your performance in both boards and mains. Thus giving the score in mains which guarantees you admission in cs is tough. Although you may try other colleges like those in IPU. They give admission based on your performance in their admission tests.

You can start your preparation from now ,continue your preparation with graduation.Civil service exam is not easy so you have to work hard
1. Firstly know the syllabus of the exam
