For Government Institute of Hotel Management, you can take direct admission for Diploma but you are eligible as per their terms and conditions. It includes English subject, age, and 12th pass mark sheet. And there is no entrance exam, but a counselling session held in the institute for admission.

For OBC-A and OBC-B West Bengal only candidates: 67.50% in aggregate and 54.00% in the related subject.

Hi Aasif,
No, without passing 12th you cannot pursue B.Com. Even if you manage to complete B.Com, it will cause problem while applying for job as it will not be considered valid.
You can complete your 12th by some open learning school than you can apply for B.Com.
