To the best of my research, few of the universities in Germany offering Masters in Telecommunications and allied fields are:
Technical University of Munich (University):
Master of Science in Communications Engineering (MSCE)
Technical University of Central England (University of Applied Sciences):
Information and Communications Engineering (ICE)
University of Applied Sciences Offenburg:
Communication and Media Engineering (CME)
etc.
For admissions you have to give GRE and TOEFL or IELTS as per the university requirement.
Also I would request you to go for a German language course as it will help you get Part time employment.
