If your degree is a 3 year degree, you would not be able to pursue the same in either USA or Canada as the requirement from majority of the universities is a 4 year degree. Let me know whether your degree is a 3 year or a 4 year degree. If it is a 3 year degree, you may have to look for options in UK, Europe and Australia.

Yes you can apply and university will give you the conditional offer letter however you have time now a days admissions are closed for this session so till the time admission open your IELTS result will come so you can apply with that as well.
You can try MS in Mechanical in these German universities :- 1. University of Applied Sciences Esslingen,

Because i know some people who dont have any Mgmt degree but they still working in top executive position its only because of theirs experience and knowledge about that's field.
And once you get the job so later you can joined anywhere for MBA degree and with this degree and plus your experience you can working higher position.
So i prefer if you got job from placement cell so joined

Let me tell you US is no doubt the best option as US education is well renowned and highly famous in the world however in Germany the only issue is local language if program is taught in German Language else German engineering is also famous. In germany there are currently over 240000 international students studyin or doing research in germany.The standard of higher education in germany is first rate.There are over 500 international degree programmes offer courses which are entirely or partly taught in english.
