HI,I think you forget that perl language at a time has no value and not recommended in any company.Perl language is down in few year.I am suggest if you are make career in programming then you doing Java,PHP & MYSQL.Both are language are very interesting and high demanded .Main point that at a time Perl language not use in any company mostly.

If you keen to get PR than you need to go for study for 2 years of course like MBA. You should try to clear IELTS with atleast 6.5 to 7 bands. Next intake is January 2011, so apply ASAP. Colleges you have mentioned are offering PGD and as per Canadian Experience Class it would be difficult to apply for PR after PGD courses in Canada.
