I would say you should join IIT Kanpur. IIT Kanpur placement stats are good and programming culture is also great there. IIT Roorkee is also nice. If you want to consider the International ranking also IIT Kanpur is above the IIT Roorkee. IIT Kanpur campus is also great.

It depends on the college or university, if you take admission in any Delhi University colleges then fee ranges between 10000 - 25000 per year because it is government and best university for B.Com honours and B.Com course. But if you take in a private university or college like Indraprastha university, the fees structure ranges between 40000- 45000 per year.
