All engineering fields are good and from PR point of view they all will be treated equally until and ubnless there is manpower deficit in some particular field. Hi,
B.COM with CS is a great option. But CS won't help you fight IAS exam. It is advisable that you focus on your bachelors's degree program now and by the end of 2nd year, pick coaching for the UPSC exam.
Till the time you join a professional coaching institute, I would advice you for self preparation.
For general awareness,you should read the daily newspaper and even watching the news will help.
You could also use magazines such as CSR, Competition Master, Banking Service Chronicle, etc.
