Hi Aditi,
First of all it would not be possible to get admission directly in the second year of your graduation with backlog secondly the transfer system is not very common in India so even the transfer would not be possible even if you clear your backlog. I would suggest you to stick to the same college clear your backlog and continue you studies.

In bangalore we have got quite a few good colleges which offer mechanical engineering with good career prospects.

I think You Can get Instrumentation , Bio -tech , Environmental , production as your rank is little bit low to get good Branches. First Try to get Core branches in DTU like CIVIL , MECHANICAL , ELECTRICAL if you no able to get core branches then go with above mention branches.

Percentage is not the matter to get admission in B.Tech above 60% is Sufficient . it depends upon your Performance in AIEEE and Other State CETs whether you able to get some good college or not.So Whats Your AIEEE Rank?

Go with Instrumentation in NSIT.
