Dear Avinash,
Going abroad after 12th I don't think will be a good idea. Yes, after your graduation from India, if you go for Masters in Abroad, it would definitey be a good move. Doing MS in countries like Germany, France, Australia is a life changing move for many.

It would be better for you to first do the degree in Mechanical or Electrical. Then go for AFCAT or for Indian Navy.
The second option is to go for NDA after 12th. This one is a difficult one though. You will have to do the four year degree at their Institutions with the rules and stringent norms. Choice is yours.

Its great to hear that you have passion for CA course.
First of all if you have passion for CA course, then no one can stop you from becoming CA. So there is no need of graduation degree if you have a CA qualification. Graduation has no worth in front of a CA and also it is not even important in industry in which CA's are.
Secondly CA course is recognized as a worth of Post graduation, so whats the need of a graduation. Students only do graduation because they have fear of not qualifying CA.
So stop thinking of any problem, go on with your passion.
