I don't think there is any Govt. college which can let you take admission at this point of time as you have missed the counseling dates. However, you may check some private colleges for admission like Thapar, LPU, JIIT, DY Patil, etc.

No, you don't need to report again for documents verification at RC.
But if you want to freeze your branch in IIIT then you have to report there and submit a freezing request.

Ranking-wise it doesn't feature even under the top 100 colleges for pursuing MBA in India, so not a great option at all. Better avoid it.

There is no best book for any subject out there. It all depends on how much you are practicing from it.
However, if I paraphrase your question, some of the most recommended books for MBA Preps are listed below, in order of priority for each subject:
Quantitative Ability:
Quantum CAT by Sarvesh Kumar Vwrma:
The book covers the basics really well and has a lot of practice sets of varying difficulty levels. The book is strongly recommended because of its simplicity, detailed solutions and mix of approaches.
