Technical University of Munich, Technical University of Berlin, RWTH Aachen University and Esslingen University of Applied Sciences are well known for its automotive engineering programs though all universities in Germany are world class and competitive. Standardized exams are not required as such, but you can consider taking the GATE or GRE if your academics are not too high. Every university may have their own additional criterion for selection.
