Hi,
This university does not have the option for international students to transfer their studies in between their course of study. Also, i would like to let you know that the universities that do accept a transfer normally do not accept transfers for 3rd year of study. I would suggest you to complete your CS in India itself and then apply for a masters abroad.
Hope my answer has solved your query. If it has, kindly mark it as best answer.

Hi,
Application process normally takes 1-2 months before the university gives you a decision. It also depends on which deadline you applied in. Sometimes, if you apply during the early deadline, you get a decision quickly. Normally, the timeline is 1-2 months and can extend upto 3 months depending on the volume of applications.
