Semesters are usually in 2 terms i.e. September or January.
Regarding fees, i cannot give you the details as fees varies from course to course, level of the course(bachelors or masters), university to university and location to location.

The answer to your question is very much university specific. However, i would give you a generic answer for the same.
Financial aid depends on many factors i.e. your academic credentials, your test scores(GRE), your need for a scholarship and the level of competition.
If you want to be on the safer side and be 100% assured that you would get financial aid, you should target a GRE score no less than 1450 with a 700 score in each section and a AWA score no less than 4 no matter which university you are applying to.

If you want to pursue PHD in Economics, you should target a GRE score no less than 1350. However, if you are targeting the top 20 universities as well as seeking financial aid, you should target a score above 1450 preferably somewhere between 1450-1500.
It does not matter if you are 26 years old. People pursue their PHD's in 30's as well. Don't worry. Just prepare for the GRE and score well and apply.
