As the fee structure would vary from Institute to Institute, advisable would be that you should get in touch with the Institutes directly. As far as the subjects are concerned IAS will have two segments one is prelim which includes General studies paper and the other General Aptitude Paper
Second segment is Main which covers English, General Studies & optional & one of the Indian Language
