No , unless you clear TOEFL you are unable to get admission in KIT because admission procedure of KIT is done only on the basis of your score in TOEFL and as German Institutes are renowned for their reputation index they do not allow any Non-TOEFL student to take admission . Still you can contact the institute if you want to know other ways to get admission .
