Well it is always advisable to give IELTS or TOEFL before applying to any university abroad as these are usually preferred by most of the universities. Now as you have asked this question under Germany, I would like to say that for pursuing a PG or Masters, the mode of instruction / teaching is English so universities usually ask for IELTS/TOEFL as it depends from institute to institute. For engineering courses you need to give GRE and for management GMAT!
