Placement is never guaranteed. If the college has a good track in placements, there are a lot of factors that contribute to the reputation. First is the aptitude and employability of students. If you have done well academically, the chances of getting placed automatically goes up. However, if you have not performed well, companies are not bound to give you a job. No, you cannot. Calcutta University or Jadavpur University doesn't allow a Masters unless you have a honors degree. However, you can try distance education in mass communication.
