Hi Deepika, To pursue PhD you need to first prepare your research proposal and send it to the university. The research proposal must include a summary of the proposal and then the proposal in detail. You need to write the topic, reason for doing research, how the research will be beneficial to the community and the university, what is the different thing you are doing that hasn't been undertaken earlier. Also, include how you will progress during the research and the duration you might need to achieve the milestones you have set. If the university accepts your proposal you will be asked to send in your documents after which you will get the offer letter. Then meeting all the requirements you can begin with the visa process. To approach a University you must contact the dean or the professor at the University and ask them if there is any research going on. Because its always not mentioned on the University's website whether the research in your field of interest is going on or not.
Universities offering Elec and Comm Engg courses: RMIT and Victoria University
you will have to write to Universities asking if there is any research int his field going on or not as it is not specified on the website.

TOEFL is mandatory, as it is a exam which need to be taken by all international students whose first or native language is not English, all the good universities requires a TOEFL score of 80-90 plus
In order to pursue MS in US and UK you need to fulfill the below mentioned eligibility criteria
Relevant undergraduate degree from recognized university, in 10+2+4 years of education pattern for US, UK accepts 10+2+3 years of education
Good academic record throughout preferably 60%.
GRE score of 1200 plus and TOEFL score of 80-90 plus, or IELTS score of 6-7 bands plus.
Universities in UK do not require GRE.
Universities in US and UK have 2 admission intakes i.e. Fall (August) and Spring (January) Intake. So first of all you need to decide in which intake you want admission, and then accordingly start your application process at least 6-7 months in advance, it is always advisable to take GRE and TOEFL at least a year in advance of your planned admission intake.
