Germany is a country known for its technical advancements and specially automobile and mechanical.
In order to get admission you need to give GRE, IELTS/TOEFL or any other exam as per the university requirement.
It will be difficult to give you the exact GRE score required, as requirement of score depends from course to course. Though GRE average 1200-1300 and TOEFL 85-90+ is usually preferred.
For more details I would request you to get in touch with the respective universities directly as they can provide you the exact details. For more information on German Universities, request you to visit the nearest DAAD office. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.
As for fee, again it would vary from institute to institute depending the course that you opt. Also, education in Germany is govt. funded so there is a possibility that you might have to pay a minimum fee ranging from Euro 140-400.
If possible go for a German language course as it will help you find a part time job. A student in Germany can work 90 full days.

Do u think that Microsoft Require any affiliation from any University? I think No. Because All the College purchase License from Microsoft. So If Microsoft will take an exam and make some one Certified as Microsoft Certified Professional or Engineer then This International Certification will be accepted by the Industry or ur so called specialized Degree?

Every institute has its own eligibility criteria for admission in Executive MBA programme, in order to know the exact eligibility criteria for admission it would be always advisable to browse through the institute's website you wish to take admission.
Overall, there are several eligibility criteria's that have to be considered while considering an Executive MBA course.
To pursue Executive MBA one needs to have at least 3 years of work experience and a bachelor's degree from recognized university with a minimum of 50% marks.
There are some colleges that insist on aspiring students having a post graduate degree too as a criterion. Other than this, depending on the institute's requirements, the aspiring students would have to clear the entrance exams,(GMAT/CAT/XAT/MAT) the group discussions and the personal interview rounds. Some colleges prefer to conduct entrance exams of their own.
