Yes, Of, course ! You can attend the GATE which is an entrance exams for getting admission in IITs for the further post graduation. Graduate aptitude test of engg. is an entrance exam held by IITs to qualify the students to study there.

Hi,
Yes, you can definitely give JEE Mains 3rd time. But, remember my words that you can only give "JEE Mains" not advance, because one can give JEE Mains 3 time, but JEE advance gives only 2 chances. Inspite of this, there are many more equivalent entrance exams that you can give in 2017. So, I suggest you to prepare for those and give all those 4-5 exams with JEE Mains.

It's okay even if you didn't get any of the NLUs. There are many private institutions that you can join, one being Symbiosis law school, Pune. As I'm already a part of the institution I know that they also provide training to students who want to go for UPSC. Apart from this, there are others like Jindal Global Law School, etc.

Yes, after completing your Bachelor's degree in Chemical engineering, you are eligible for M.Tech from all engineering colleges. But, for M.Tech, there is different eligibility criteria for different colleges. You have to look for them.
