You should apply for this course through IGNOU, here you don't need to attend the regular classes, but you need to appear in the examination to get your degree.

Both of the courses are good, but the thing that matters is from which institute you do the above courses and also your grades matters a lot.

Well you can go for courses offered by IGNOU. You cannot continue from the second year if there is a substantial gap between the time you left studies and now.

There is no 100% placement in any colleges ideally. As many students go for research or higher studies and don't appear in the placement. However, those who appear most probably get placed in mechatronics department. Therefore, placements is good in this branch.
