There are two ways to become computer science engineer after class 12th:
1. Appear in IIT or JEE and enroll in B.Tech with computer science.
2. Do BCA then MCA from a recognized universities.
Now, if you want to be a software engineer, then you have learn almost programming languages and Master in one language that corporates uses like asp.net, php, ruby, python etc.

Priyadarshini College has a very good reputation. It's faculty, facilities and placement cells are supposed to be contemporary. About fees: Almost all colleges have similar fees. Only Govt. colleges have less.
