Technical University, Munich Germany offers Master in Mechanical Engineering program taught in german language in order to get entry into this program you should have a bachelors degree in the relevant field , proof of german language proficiency is required . Yes you can opt for some basic networking courses and other few options.
But the exams like CCNA and MCSE require you to be 10+2 pass at minimum as these are exams conducted by companies, the institute just prepares you for those exams.

1) GMAT: Atleast 720+
2) TOEFL: Atleast 110+
3) IELTS: Not required it taking the TOEFL. If taking the IELTS, then atleast a score of 7.5 would be required.
4) Undergrad percentage: 75% and above preferred
5) Cost: Almost 80,000 dollars per year including living expenses
