Abdullah it is on the basis of your AIR that you participate in counselling for NIT and then on the basis of your state rank it is seen whether you fall in the quota meant for students of that particular state. You can hope of getting a seat in NIT Suratkal for some of the good branches. Check the link below

Yes you can pursue two degrees simultaneous like a regular one from SMU, LPU and a distance one from SMUDE, LPUDE. Or you can go for a degree through IGNOU and another one from LPUDE, SMUDE, SCDL, ICDEOL etc.
