Your placement after MBA would not completely dependent on the Institutes reputation or ranking rather it would largely depend on your performance on the program and on the Job interviews. Andhra University is a decent University. It has placement centre as well as Employment Information and Guidance Bureau.
Most of the companies, National or International, generally look at your overall personality & academic records so I would say concentrate on your MBA and try and give an outstanding performance on your course & then everthing would be possible.

As you would know well that both Finance (& accounts) and Management are two different fields; although Finance can be seen as one of the fields of Management but it is an entity in itself and is huge enough to pursue a career in.
It would not be possible for us to advise you over which certification you should opt for. You may take a decision based on your area of interest and career preference and then according to the same may look forward to pursue either of the certifications as mentioned above.

A relative degree in the field you are working will definitely give a boost to your career. However, advicable would be that you opt for a regular program rather than going for correspondence as, regular Management program will always have a better market standing than the correspondence program. You can also look for a specialisation in production Management.

You can't take admission into IITs , NITs , BITS , IIITs and other central institutions on Diploma basis as you need to be 12th pass with PCM for that.
But you surely can give the Lateral Entry Exam for admission to engineering colleges in your state, both Govt. & Private.
