(i) A branch of your choice but from a not so good institute = Not much value.
(ii) A not so demanding engineering branch from a good institute= Not much value either.

Swadesh, Design is a field that is age old and has been evolving every year like science. Sometimes student Artists are too much enamoured by Fine Arts preventing them to look objectively at Design. Your first year score is good. you just need to maintain good score in your second year as well.
Future scope :-
MPA prepare an individual to serve as manager in the executive arm of local, state government. To a person who wishes to get into police department you may write all the examinations of both UPSC as well as State Public Service Commission. By writing the PSC it will help you to get a job as Deputy Superintendent of Police. One of the options in front of you is to write the Civil Service Examination, and the criteria for it is the age limit. If you prefer to continue with your studies doing PG Diploma in Criminology and Forensic Science is a good option.
So, Future scope is good after Masters in Public Administration.
