Yes, you can, also you are supposed to be in 12th grade or have passed 12th grade to appear for the entrance exam (NIFT Under Graduate Programme).
Forms will be out in October 2019, you should start preparing, go through the prospectus of this year for an idea about how the exam will be.
Practice as much as you can, explore, read, write, draw, be patient and prepare yourself.
An exam is only tough if you are not prepared.

Hello Pavan, There are plenty of universities or Deemed to be universities which will give you admission for engineering courses based on your Diploma in mechanical engineering. But listing them out would take pages. The best course for you would be to seek admission on a lateral mode in any one of the colleges in your state through the admission procedure conducted by Directorate of technical education of your state. For Deemed to be universities you will hurt appear for the entrance exam and pass to get admission hence I would recommend that you take the course of your state which is a better road to follow.
