Domicile of Maharashtra isn't mandatory to study engineering in the state, but the number of seats available will be less. Majority of the seats are reserved for candidates who have domicile of Maharashtra or belong to SC, ST, OBC or any other reserved category as defined by the state government.

As far as my knowledge is concerned, AMU does not offer lateral entry for B.Tech course. You will have to qualify the AMUEEE entrance exam and begin your course from the first year.
