Hi Kumar,
Since the cut-off of JEE advance is around 75 for general and 67 for OBC students, if you got something closer to 140, you will end up with any good IIT, and even a better branch. Your rank will be less than 6000.

You can not apply in foreign universities after 3 years graduation degree if eligibility requirement is of four years duration degree course. To circumvent this problem, you are advised to do one year PG diploma. With 3 years degree and one year PG Diploma, you will become eligible to seek admission in foreign university which has 10+2+4 education requirements.

Everything is the best in it's own field. Since, I am from IT infrastructure, I would suggest to go for Cloud Computing, VMware, Networking or Microsoft Server and Client management. Right now, most of the colleges have already ended up their applications.
So in Mumbai, there are no good colleges left and same is the case of Pune.
In Pune, there is one decent college named IMDR-Pune. I think, its application is still open so check it out about this.
