If you are asking about B.Arch course, it's not possible for you to get admission in any of the NITs with this rank. However, you can easily get a few NITs for B.Tech with this rank. For checking in which NITs you are eligible, I suggest you use the college predictor tool:

There are only 9 NITs offering B.Arch courses where the total number of seats are 559. Therefore, a seat in NITs is not possible with this percentile. I suggest you go with JEE Advanced and based on its rank you might get a seat in IITs. Else, you have to go with the private institutes.

The age limit for B.Sc courses ranges from 17 to 23. There is nothing like 21 minimum for doing B.Sc courses.
If you fall in this age category, you can take admission in B.Sc courses.
However, for this course in that university, there is no minimum eligibility but the student must not be more than 21 years. You understood it in wrong way, 21 years is not the minimum eligibility, it is just mentioned that the student who want to pursue this course should not be more than 21 years.
