NIT colleges pan India provide first preference to the entrance exam rank, that too the top list rank holders and do not really consider 12th result for admission criteria. You may look for other private university options.

India is the best choice. Doing MS in Construction Management from abroad may sound fantastic, but on the ground reality it does not matter much. However, I would suggest you to do it from NICMAR (Hyderabad Pune) which is nationally known for project and construction management domain. They have very good placements which are proven.

I would suggest you go for KJSIMSR for PGDM. Do generalized course so scope of getting placed is high and diverse. Big data is very trending, nowadays, but this course will become niche for u and job finding will be difficult.
