It's just like C & C+, where C is the basic programming language and C+ is an evolved and improved version of it.
Now, I never came across an institute or university or college offering these two courses simultaneously, i.e. both EE and EEE, because it's just isn't possible to draw a line between them.
Maybe some institutes offer EE and some EEE, but the coursework will be much or less same only.
Look at GATE, the only paper is EE not EEE, but now look at the syllabus, it completes the whole Electrical engineering and

For UPSC, you need to be a graduate from UGC recognised institutions. So you can definitely participate in UPSC examinations.

You are interested in doing company secretaryship, then you should get yourself enrolled with the Institute of Company Secretaries of India and get started.
You could have done the same after 12th itself.
But, it's never too late. You can either get yourself enrolled now, or you can get yourself enrolled after you complete your graduation. After graduation is completed, you get an exemption from the foundation programme of the institute.
So, it would be better for you to get enrolled after your completion of graduation.
Pursue your interest and all will be well.
