Yes you can do M.tech. On the seats of non-gate or we may say by filling the form of directly to the college or university but mostly it depends on seat avability.

Dear Sanjay,
Keeping in mind your interest, you can opt for Techniques of Hydrocarbon Exploration offered by the IIT Kharagpur. Other than this there are courses available in Petroleum geophysics offered by Andhra University, Wallair, Banaras Hindu University, Varanasi, IIT Kharagpur, Indian School of Mines, Dhanbad, University of Roorkee and Osmania University, Hyderabad.
Or you may opt for the Petroleum Exploration and Production/ Drilling and Well engineering, but most of the institutes/ universities are offering degree programs and getting short duration courses would be quite difficult.
