You can try applying for a work permit directly but after gaining some work experience mainly in Australia and Canada. Taking the study permit route is better but what are you going to study? You already have an MBA, universities particularly in Canada won't accept you for another MBA.

Hence you need to take admission in any college in UP, preferably in your hometown, if it is offering the stream of your choice. Normally state government conducts online admission process immediately after results of 12th are announced. You will get admission based on your marks.
