Unauthorized hacking is a crime in most countries, but penetration testing done by request of the owner of the targeted system or network is not.
A Certified Ethical Hacker has obtained a certification in how to look for the weaknesses and vulnerabilities in target systems and uses the same knowledge and tools as a hacker.
There is no eligibility to learn ethical hacking. Its one of the several courses in technology and computer science. Just make sure that before you learn it, you are an expert in network security.
There are various institutes which offer this course. However, in selecting the institute, you need to be very careful as many institutes will provide you the basics of ethical learning and charge you too much.
