CCNA is the starting step towards Networking line for more enhancement u must have to some more Certifications. As suggested by Aru the first step was to talk to the Dean of your University, now as you say that you have already discussed with the university authorities, I would suggest you to take help of authorities like consumer court or Educational body like UGC or AICTE.

Although, there are Institutes providing one sitting degree like KSOU, Osmania University Andhra University, University of Kerala, Institute of Distance Education etc, but I don't think it holds any value in the job market, so in case you are just looking for a degree to complete your education you can go for these one sitting degree but whether or not it can bring any career benefits to you is really doubtful.
Advisable would be to go for a regular three year's programme.
