As far as IIM Kozhikode is considered, there is no such course. In IIM Indore there is no fees discount. You may get some scholarship but there is no guarrenty of it.

Eligibility to do an MBA in US is dependent on the following factors :
1. bachelors level graduation degree : which you have hence u have clearly made it through this step .
2. Experience : unlike the 2 year MBA course in India, foreign universities expect students to have had substantial exposure to the working world.
3. Exception : Some top MBA schools are willing to look at exceptional applicants who don't have any experience, but this is rare .
4. Test : GMAT is required for almost all universities in US . Additionally if you score well , you can avail a scholarship as well

Dear sir, i don't have any damn idea about IAS, so am sorry in that case. But what i know or feel is MBA and IAS are two different poles and hence you should confine yourself to either MBA or IAS exams.
And yeah my friend the best institutions to study MBA are all the IIMs.
