Yes, you can pursue!
Even a degree from IIM might not be of value if you do not learn anything while pursuing it.
Since, you haven't specified the nature of use of an MBA degree to you, I'm assuming you are a working professional inclined towards gaining the theoretical knowledge of management through an MBA from IGNOU.
Now, if I compare IGNOU to other distance learning universities like SMU and Symbiosis, IGNOU clearly stands out owing to the well-structured course material and the importance of assignments. If you have managed to take up the entrance exam already for engineering or medical then the path further is clear. If not, you could consider B.Sc or BA and B.Sc in various streams. For example, IT, PCM, computer science, nursing, physiotherapy, food technology and nutrition, etc. If you are from arts background then you could take up BA in journalism or languages, economics, political science, history, etc. If you are from the commerce area, then B.Com is a good start. You may want to consider qualifications like ICWA and CA too for a better hold.

GEU is one of the finest colleges in Dehradun for management courses. It is very feasible, not much expensive. I think for the quality of education we pay the amount is not much, we have facilities like comp lab, best accommodation, best faculties and good infrastructure. Placements are good and there are good opportunities for you. But IMS is a management institute providing better opportunities to management students, so you should go for IMS. Both the colleges stand at the same position.

You have good number of options. Say, Engineering (electronics, computer Science, electrical, instrumentation, telecommunication, mechanical engineering are a few subjects to mention); Bachelors of Science across physics, botany, zoology, mathematics, chemistry, agriculture. If you want to avoid sciences and medicals itself, Bachelors in business administration and computer applications are alternate options too. Event management, hotel and hospitality management, psychology, journalism, media and entertainment are few more to mention.
