I can't say the exact shifts in rank for ECE branch but you can take an idea of up to 2k -3k shift in internal sliding in every branch of DTU.

Yes, you may get admission in DTU to pursue CSE with 6000 rank. Maybe you will not get CSE in the first/second round but in the third/fourth round, you will surely get it.
