Non sponsored=1.65 lakh/semester
sponsored students mean who are approved by their admission panel and they charge less fee to them. non sponsored student's have to pay more fee because they do not fits in their eligibility criteria.

DU will give you a degree but Max Muller or YMCA will give you a certification.
You can get a job with either a degree or certification but if you want to study further only degree will be recognized.

Not sure about Sweden but in Germany there are almost negligible schorlarships at BE/ME level.
In germany you can expect to get paid only if you are doing a PhD.
Though you can get in touch with professors and they will be able to give you some project but it will be a small amount. In germany, if you are student visa, there is a limit on the no. of hours that you can work in week. Hence there is automatic limit to how much you can earn.
