Yes, you're eligible to write entrance exams including JEE. But, you should also note that some private universities may be reluctant to admit you. But, if you think you've the capacity and skills to get into an IIT then what's the worry? Besides NIOS, will help you out with the percentile score. The central government has created an all-India cadre known as Indian Cost Accounts Service, at par with class I services of the central government to advise the government on various fiscal matters.
