No it is not possible. As you have completed 2 years of B.Tech In Mumbai university, there are no provisions for getting into any of the colleges for the 3rd year of B.Tech.
But, you can get into Anna University for post-graduate studies by clearing TANCET exam.

Most institutes offering the course admit students based on their performance in the HSC (10+2) exam. The candidate needs to have:
Completed 10+2 level of education from a recognized educational Board.
Secured a minimum aggregate score of 50% at the 10+2 level.
