If this Certificate is in a language readable by the authorities, they'll accept it. I've seen my friends submitting their state format certificates without any issue. So don't worry it's accepted almost everywhere.

Yes, you can expect a rank in AU in CSE. The cut-off rank for admission to AU in CSE for General category is usually lower than the cut-off rank for admission to other colleges in Andhra Pradesh through EAMCET.
