It would depend on the last date of submission of application form of Tezpur University, if it is before 10th Dec then yes, you definitely have to apply to the University along with the MAT application form, in case the Tezpur University's application submission is at a later stage then you can apply later, but in any case you have to apply in both the places in MAT application as well as in Tezpur University.
