If your target is UPSC then college does not matter but it is always good to choose the best option available. Shivaji and PGDAV both are affiliated to University of Delhi. So, there is not much difference, be it year of establishment or brand name. But Shivaji colleges is ranked 51st in NIRF ranking 2020. While making a choice between the two you should consider nearness, extra courses, other activities like N. C. C, N. S. S and other extra circular setup. Best wishes.

Hello Loki, if I may say so, you have obtained the rank that is a bit on the lower side. To get CSE would be tough. However if you are determined to get this branch then the options are perhaps to seek admission in a deemed to be university or in a private college. These days both these institutions charge reasonable fees.
