ICAI registration charges are as follows:
1. Foundation- 9000
2. Intermediate- 18000
3. Final-22000
Article ship registration fees (3 years)-2000

Yes, you can but with 59% Germany will be a very tough choice. Check Australia. If you are interested in Europe then check Netherlands, Ireland, Italy, Spain, etc. Human Resource Management will be more relevant but MS programs are designed in such a way that you can select your desired field as per your interest.
