You have to start checking university websites for the entry requirements and prepare accordingly. But by the time you prepare and apply, it will mean another wasted year so think wisely if you would like to waste 2 precious years. Universities abroad won't be impressed. The eligibility requirements for admission into Civil Engineering courses in India can be stated as
Minimum Qualification: You must have completed your 12th standard (or equivalent) from a recognised school/college.
Science Stream: Majority of institutions need you to have completed Class 12 with Physics, Chemistry, and Mathematics popularly known as PCM stream.

To join JNTU through lateral entry, you must complete a 3-year Diploma in Engineering/Technology with at least 45% (General) or 40% (Reserved) marks.
