Hi Manikanta, first of all you must appear for exams like TOEFL/IELTS and GRE. Most of the Universities in Germany require GRE for a Masters course. After your scores are announced target universities according to your scores and then prepare your documents for application. The TOEFL/IELTS are valid for 2 yrs and GRE is valid for 5 yrs so plan accordingly. The education in Germany is almost free or some of the universities charge a nominal fee. You will have to pay for your living expenses which come to Euros 740 per month. The MS in Germany is a 2 yr course.

For RHCE is you should have knowledge of operating system and its internal details. You can have very good opportunities in RHCE as a Linux admin. To improve basic knowledge you can refer the Best book "UNIX Concepts and Application by Sumitabha Das".
You can try installing Linux Red hat, CentOS, Obuntu anyone on your system to do the practice. But if you want to do certification then doing a course under very experienced faculty is required.
On top of this you can plan for AIX Administration. This is very niche domain with great opportunities. AIX is the OS launched by IBM and has very bright future going ahead. If you join course in AIX at earliest, will be good.
